The vulgar, egotistic, Harry Brock has come to Washington to make crooked deals with government bigwigs. He brought with him the charming but dumb ex-chorus girl Billie. A magazine reporter, who has been investigating political skullduggery, and unbeknownst to Brock is interested in Brock's activities. He is hired by Brock to educate Billie. She quickly learns about history, politics, business and what Brock really is.
